New quality of professional training for firefighters: from theoretical knowledge to tactical improvement

Upon the instruction of the Director of RS - Deputy Minister of IA, r/s Major General Kamo Tsutsulyan, comprehensive professional trainings for fire and rescue unit personnel were organized and implemented throughout the Republic in 2025, aimed at in-depth improvement of operational response, tactical thinking, and skills for operating in a real environment.
A working group was formed to organize the training sessions, led by Assistant RS Director Armen Gevorgyan. The group included experienced specialists from the Rescue Forces Department, the Firefighting and Rescue Operations Organization Department, as well as the Center for Carrying out Activities of Special Importance employees with direct operational experience, who built the training based on the real working environment in the practical conditions of rescuers.
The key goal of the training was not only to transfer knowledge, but also to increase the operational stability of personnel, develop risk assessment capabilities, optimally use forces and resources, as well as form the skills to make quick and safe decisions in changing environmental conditions.
In February-March 2025, a comprehensive theoretical and practical training program for firefighters was developed jointly with the Rescue Forces Department, which was distinguished by its flexible structure, taking into account the risk profile of each region's response zone, the characteristics of infrastructure, and technical equipment.
The training began in March and continued until November, involving fire and rescue squads from all regions of the Republic in a two-day intensive practical format. During the training, the personnel were divided into three operational groups: management staff, where the skills of situation management, tactical planning and command decision-making were developed; driver-mechanics, who improved the skills of operating, deploying and maintaining hydraulic systems of rapid response equipment and unit commanders, senior firefighters, the firefighters who focused on direct firefighting and rescue operations.
According to the head of the training sessions Armen Gevorgyan, the thematic plans were developed on a modular basis, including tactical algorithms for first aid, modern firefighting methods, scenario modeling of rescue operations, as well as specially developed training videos on the principle of "how to act" and "how not to act." The entire training package of the training was provided to the units for the purpose of continuous training and internal exercises.
The exercises were organized so that each rescuer would use personal protective equipment in real time, work with fire-rescue technical means, rope systems and other professional equipment, acting in a team environment.
In the final stage of the training, complex practical exercises were conducted using rapid response vehicles, basic and special fire-rescue equipment, foam fire extinguishing systems and various tactical approaches were developed depending on environmental risks.
Particular importance was given to the topic of fire investigation and analysis. During the training, detailed educational analyses of cases were implemented, revealing cause-and-effect relationships and summarizing lessons.
Special emphasis was placed on the specifics of actions during fires in electric vehicles and solar systems, which require special tactics, long-term surveillance and a strict safety regime.
Since November 19, training sessions were conducted in 13 fire and rescue squads in Yerevan, as well as a separate intensive training was organized for the entire staff of the fire and rescue squads of Yerevan Rescue Department.
These training sessions were not just another educational process for firefighters, but a reinterpretation of operational experience aimed at acting more confidently, systematically and safely in real emergency situations. Here, each exercise had one purpose: to return from the shift safely and to return the citizen to life.
